The
President
The President serves as Head of State, and is directly elected
once every five years for a maximum of two terms. The Vice President
is elected at the same time, on the same ticket and conditions and
by the same procedure as the President. The President is the Supreme
Commander in Chief of the Armed Forces of the Republic of Bulgaria.
He appoints and dismisses the higher command of the Armed Forces
and bestows all higher military ranks on a motion from the Council
of Ministers. The President presides over the Consultative National
Security Council and: proclaims the state of war in case of an armed
attack against Bulgaria or whenever urgent actions are required
by virtue of an international commitment; proclaims general or partial
mobilization in a motion from the Council of Ministers; proclaims
martial law or any other state of emergency whenever the National
Assembly is not in session and cannot be convoked.
The President appoints the Prime-Minister designate to form a government;
schedules the elections for a National Assembly and for the bodies
of local self-government and sets the date for national referendums,
pursuant to a resolution of the National Assembly; promulgates the
adopted laws with a decree countersigned by the Prime Minister or
the minister concerned.
