The
Parliament
Bulgaria is a Parliamentary Republic and the Legislature is the
basic power within the country. The National Assembly is vested
with the legislative power and exercises parliamentary control.
Its mandate is for a term of four years. The parliament consists
of the 240-seat National Assembly. Members are directly elected
for four years on the basis of proportional representation. Parties
and electoral coalitions need 4% of the popular vote to qualify.
Members of the National Assembly represent not only their constituencies
but the entire nation. Members of the National Assembly act on the
basis of the Constitution and the laws and in accordance with their
conscience and convictions. The National Assembly elects permanent
and ad hoc committees from among its Members. The National Assembly
passes laws, resolutions, declarations and addresses. Any Member
of the National Assembly or the Council of Ministers has the right
to introduce a bill. The State Budget Bill shall be drawn up and
presented by the Council of Ministers.
